Barberie was born on September 26, 1966, in Burlington, Ontario, under the name Jillian Warry. Soo was adopted shortly after her birth. Later in life, she discovered her biological parents, discovering that she was born to a native Irish mother and a native Lithuanian father, both of whom had immigrated to Canada.

She attended Assumption Catholic Secondary School before graduating from Mohawk College in Hamilton, Ontario. Jillian received a diploma from the two-year broadcast journalism program. She went on to work for a number of other television stations after finishing her diploma, including The Weather Network, Quebec, WSVN, and KTTV.
