When he was eight months old, his biological parents placed him for adoption with his adoptive parents, Frances and Peter Louganis. He reconnected with his biological father, Fauvale Lutu, in 1984 and with his biological mother in 2017 after conducting a DNA test and assisting his half-siblings.

When he was 18 months old, he was interested in dancing, acrobatics, and gymnastics. He was already performing in public at the age of three. Greg was diagnosed with asthma and allergies and encouraged to continue gymnastics and dances to alleviate the symptoms. He began diving lessons when he was nine years old.
